I don't know if I get you question right but you can do perhaps something like this: If you want that each registered user can submit an event and which should automatically published then you can do the settings in the Calendar module. But then I guess you have to change the group settings for Anonymous as well to disable the possibility to make events suggestions. I am not sure if this will answer you question
